A decade study of local governments and intergovernmental fiscal relations in south Africa: A case study of local municipalities in north west province.

Abstract: Abstract The local government system is simply described as the government at the grassroots. The local government is closer to the people and it understands the yearnings and aspirations of the local people compared with governments at any other levels above it. For these and other reasons, this paper will therefore examine the provisions of law allocating powers and functions to the local municipalities with a view to determining the extent of intergovernmental fiscal relationships between this level of government and others above it with a specific focus on the Municipalities in North West Province in South Africa. In doing this, the paper employs a qualitative research method and content analysis of relevant literature on the subject matter. This paper recommends improved service delivery by the municipal/local government and increased funding for better performance of the local government to ensure social cohesion and foster national unity in South Africa.
